Troy Benavidez is Leader of Strategic Partnerships and International Government Relations and Policy at LIXIL. He brings more than a decade of experience in federal, state, and international policy, including roles in the US House of Representatives, the Senate, and multiple state governments. His work has helped shape strategies in water, sanitation, hygiene, and sustainable infrastructure.
At LIXIL, Troy leads partnerships with governments and NGOs to address global water and wastewater challenges. These include initiatives in Lowndes County, Alabama, and with the Navajo Nation — collaborations that have advanced sanitation innovations in under‑served communities. He has moderated panels at industry conferences such as Plumbing Manufacturers International, focusing on water efficiency, drought resilience, and sustainable building systems.
Troy serves on the 2025 Board of Directors for Plumbing Manufacturers International, contributing to policy, codes and standards, and industry advocacy. He is also a member of the Board of the Alliance for Water Efficiency, the leading advocate for water efficiency policies and programmes in the US.
He holds an MBA from Drexel University and a BSc in Political Science and Economics from Colorado College. His blend of public-sector insight, industry leadership, and hands-on project experience makes him a strong advocate for developing workforce skills essential to the circular economy in the water and plumbing sectors.
